Guns and Children Last updated: Friday - April 18, 2008 David Berliner has pointed me in the direction of these facts: More than 40 cents of every federal tax dollar in the Administrationi's 2009 budget goes to defense and 4 cents goes to education and social services. Children continue to lose ground in the federal budget. Although federal funding for children's programs increased by about a percent and a half in real dollars over 2007, federal non-defense spending grew at approximately 15 percent. Since 2003, actual dollars spent on children's education and welfare have declined. The share of the total federal budget devoted to programs for children has declined by nearly a quarter in the last half century.
